A totalitarian regime is one in which the state controls all aspects of society including the press, education and the economy. There is lots of debate over how 'totalitarian' Franco's regime was. Franco's government kept tight control of the press and were intolerant of political opposition. However, the fact that Franco delegated significant amounts of power to the Catholic Church and allowed for free-market economic reforms in the 1960s suggests that Franco's regime was authoritarian but not totalitarian.
